Human Resources
The City of Manhattan's Department of Human Resources manages the City's classification and compensation program; administers employee benefits; and facilitates training, recruitment and retention. Additionally, the department administers pre-employment testing, payroll and risk management.

Cathy Harmes is the Director of Human Resources and oversees all aspects of the department.

Larry Hackney is the Human Resources Specialist handling recruitment, Employment Relations, EEO, ADA, Human Relations, Personnel and DBE.

Kathy Lousch is a Human Resources Generalist and serves as the benefits administrator for employee benefits such as the Group Health Plan, KPERS and AFLAC.

Julie Lister is the Payroll/Claims Specialist and provides primary responsibility for all areas of payroll processing. In addition, Julie is the primary contact for risk management claims.

Peggy Sawyers serves as the department's secretary.
