The City of Manhattan's Department of Human Resources manages the City's classification and compensation program; administers employee benefits, and facilitates training, recruitment, and retention. Additionally, the Department administers pre-employment testing and administers payroll and risk management.
Cathy Harmes is the Director of Human Resources and oversees all aspects of the Department.

Kathy Lousch is a Human Resources Technician and serves as the benefits administrator for employee benefits such as the Group Health Plan, KPERs, and AFLAC.
Julie Lister is the Payroll/Claims Specialist and provides primary responsibility for all areas of payroll processing. In addition, Julie is the primary contact for risk management claims.
